Definition
The fallow threshold limits how stringent the discharge framework can become in a coastal catchment. Some catchments may be regulated to this level, while others receive less restrictive discharge limits.
Why it matters
A catchment being constrained by the fallow threshold does not mean every field must be left fallow. It describes a constraint in the catchment-level calculation framework.
